The Clayton City Council on Wednesday approved two resolutions appointing interim leaders for the city’s executive and legal offices.
By voice vote the council approved Resolution RO92569 to appoint Elaine Whitman as acting city manager, effective Sept. 17, 2025. Council discussion noted any adjustment to pay for an acting position would be handled later by ordinance.
The council then approved Resolution RO92570 to appoint Joyce Deterring as acting law director, effective Sept. 15, 2025. That appointment passed after a roll call: Farmer — Yes; Henning — Yes; Gorman — No; Merkel — Yes; Bachman — No; Stevens — Yes. The motion to appoint Henning made the nomination for Joyce Deterring and it was seconded by Merkel.
Council members and residents offered immediate congratulations after the votes. "Congratulations, Elaine," an unidentified speaker said after the city manager resolution passed.
Council also discussed process and compensation: a councillor asked whether salary adjustments for acting roles should be included on the same agenda; other members recommended handling pay changes through a separate ordinance so any adjustment could take effect immediately as an emergency if desired.
