Farragut board approves budget amendments, public-records update and infrastructure contracts; Sugarwood access design vote ties

The Town of Farragut's Board of Mayor and Aldermen approved multiple budget and policy items at its Sept. 25 meeting, including a budget amendment moving ARPA-designated funds into the capital investment fund and several ordinances and contracts for infrastructure and services.
Town staff told the board the town "received a standard allowance of $7,055,252.70" from the American Rescue Plan Act and recommended moving $1,213,764 from the ARPA fund to the Capital Investment Fund to cover project delays and FY26 salaries and benefits. David Smoak said the capital investment fund would increase to $18,735,764 while the ARPA balance would fall to $883,162. Ordinance 25-18 passed on first reading (recorded as approved 4-1).
The board also approved Ordinance 25-14 on second and final reading to add $90,000 to general fund personnel for splitting finance roles and $120,000 to the CIP for Union Road stream mitigation; staff noted the town must acquire 58.4 functional feet of stream credits and expects reimbursement of $93,440 from the Knoxville Regional Transportation Planning Organization. Ordinance 25-16, updating the town's public-records policy to align with the Tennessee Comptroller's Open Records Council and citing Tennessee Code Annotated, passed on second reading. Ordinance 25-17, which separates the town treasurer and town recorder duties, passed on second and final reading. Resolution R-2025-19 revised the FY2026 fee schedule (including beer permit and special occasion permit amounts) and was approved 4-0.
On contracts and purchasing, the board approved an operating contract among the town, Knox County and the Public Building Authority for management of the West Knox Senior Center (staff projected a $34,797 payment to the PBA). The board authorized purchase of 24 illuminated street signs (Omnia contract) for $81,540 for a first phase of six intersections, and approved a professional services agreement to develop culvert replacement design plans (design fee $33,750) for South Monticello Drive.
A proposed professional services agreement with Barris Design Solutions for preliminary designs to provide alternate access from Sugarwood Drive to Kingston Pike (fee $80,000) produced extended debate about resident and business outreach. Several aldermen asked staff to meet with homeowners and the CVS property owner before proceeding; the item resulted in a tie vote and did not pass that night.
Public Works Director Will Wiley presented a state-contract purchase for an F-750 regular cab diesel dump truck with snow plow and salt spreader, quoting $133,038; the purchase was approved and budgeted in the equipment replacement fund. Parks and Rec presented the fourth annual Farragut Christmas parade (Santa's Village) planned for Dec. 7, 2025; the board approved the Jamestown Boulevard closure and event plan.
During citizen comment, Kimberly Parks raised questions about sign compliance at Biddle Farm and said about 50 emails had not been included in an open-records response; Town Administrator David Smoak said IT reviewed the request, produced additional files and worked to correct omissions.
