Huron council approves rezoning, street and bike-lane projects and signs onto manufacturers’ settlement

Huron City Council took several formal actions during its Sept. 9 meeting, adopting land-use and infrastructure measures and authorizing participation in a manufacturer settlement.
Rezoning: Council gave final adoption to Ordinance 2025-19, which rezones approximately 15.49 acres owned by OJD Holdings LLC on both sides of River Road, Erie County parcel numbers 42-01720, 42-01720.001 and 42-01719-00, from I-2 General Industrial District to B-3 General Business District. The ordinance completed its third reading and passed on a roll-call vote recorded as affirmative by those present.
Bike-lane repainting: Council adopted Resolution 59-2025 authorizing the interim city manager to enter an agreement with Griffin Pavement Striping for removal and repainting of bike-lane markings on US 6. The resolution authorized an amount not to exceed $126,869.51 plus a 10% contingency; Sealmaster (Sandusky) will donate labor for some green paint work and provide green paint at cost, increasing the aggregate project estimate (including the donated materials and labor) described in staff remarks.
Road repairs: Council adopted Resolution 60-2025 to accept a quote from Smith Paving and Excavating Inc. for asphalt repairs on McKinley Avenue in the amount of $26,800.50. Staff said the work will remove failed material, repair the base and install a four-inch asphalt overlay to address deep ruts.
Manufacturers’ settlement: Council approved Resolution 61-2025 as an emergency to authorize participation in the secondary manufacturers’ settlement agreement pursuant to the '1 Ohio' memorandum of understanding. Staff said the city does not yet know any payment schedule; future distributions, if any, will be determined by the settlement process.
Other: Council placed Ordinance 2025-24 (Chapter 373 impounding for minors’ e-bikes) on first reading and waived some procedural reading requirements for housekeeping budget items. A motion to enter executive session to discuss employee employment was approved later in the meeting.
