Administrators said the district completed an MSBA orientation and will next identify an owner's project manager (OPM) and begin detailed feasibility work. The superintendent and staff described the MSBA process, noting that the feasibility study does not commit the district to construction but buys the study and positions the district to apply for reimbursements on eligible costs.
Discussion covered incentive points and the share of reimbursable costs; staff cited a baseline reimbursable percentage (presented in meeting materials as approximately 47.86%) and said the building committee and OPM will seek to maximize reimbursable elements. Tentative timelines discussed included a local vote on a project likely in calendar 2028 and project completion projected in the early 2030s.
A motion authorizing the district to enter the MSBA feasibility-study agreement was moved and seconded; the superintendent was authorized to execute the agreement on the district's behalf. No final project funding commitment was made at this stage; the feasibility phase will produce recommendations on scope, site and cost estimates for future consideration by voters and the committee.
"This is a promise to fund a study to arrive at a best solution," the superintendent said, adding that the feasibility phase will be used to identify reimbursable costs and inform future local decisions.
Next steps: the district will name an OPM, continue MSBA correspondence, and the building committee will report to the school committee as feasibility work progresses.
