Council introduces ordinance to allow police to impound e-bikes used by minors, pairs policy with school education

Huron City Council placed Ordinance 2025-24 on its first reading Sept. 9, a proposed amendment to Chapter 373 of the codified ordinances to add an impounding provision aimed at juveniles operating e-bikes and low-speed mobility devices unsafely.
City staff explained the change would permit police to confiscate devices from minors under 18 for offenses such as speeding, failing to stop at signs, riding recklessly on sidewalks, or otherwise violating traffic rules; officers would bring confiscated devices to the department and contact parents to collect them. As staff described it, the policy is designed to give police an additional tool while emphasizing education: the school resource officer will develop and deliver annual road-safety trainings to students so rules of the road become second nature.
Council members asked how repeated offenses would be treated and whether misdemeanor charges remained possible; staff said misdemeanor charges are available as a fallback but the ordinance and SRO education are intended to reduce repeat unsafe behavior. No final vote was taken on the ordinance at the meeting; it was placed on first reading with the three-reading requirement waived for related items later in the agenda.
