Henderson County Commissioners on an early-morning vote authorized interlocal agreements with municipalities and emergency-service districts and approved the notice for a governor-ordered special election set for Nov. 4, 2025.
County staff said four interlocal contracts were before the court as part of a larger set of agreements to hold the special election for the City of Enchanted Oaks, the City of Toole and Henderson County Emergency Service District Nos. 1 and 3. “They've been reviewed by the county attorney's office,” a staff member reported, and the court granted authorization for all necessary signatures.
Staff also presented the formal notice that defines voting precincts and polling places for the Nov. 4 election. “So this is a notice of special election. It defines our, voting precincts, our voting, where we're gonna vote at. There's 15 of them,” staff said, noting that two precincts (Bethel and Moore Station) would not be used and that seven Points would be at a temporary location. Election-day voting in Athens will use “the Texan,” the staff member said; early voting will be at the county office.
Court members asked for clarification about a recent legislative effort that could change voting timelines; staff said the changes were not yet in effect and that the county awaited directives from the Secretary of State. The court approved the interlocal agreements and the notice of special election by unanimous vote.
What happens next: the county will finalize the polling-place addresses and publish the notice. The court recorded the formal motions and authorized signatures needed to implement the interlocal agreements and the election notice.
