Council refers zoning review to planning commission and approves body cameras, SRO and routine ordinances

Council considered a proposed temporary moratorium on new residential housing permits but instead unanimously voted to refer the issue to the planning commission to study restoring previously eliminated residential zoning districts and report back to council. Council members described the referral as a constructive compromise that would allow review without halting current applications.
On public-safety items, Council approved Resolution RO82562 authorizing the city manager to enter a five-year, $217,780 renewal with Utility Associates Inc. for body-worn cameras, upgraded in-car cameras, software and training; Council members described the equipment as protecting both residents and officers. Council also approved Resolution RO82563 to provide a school resource officer for the 2025–26 school year; council confirmed the school pays that officer’s salary.
Council passed a series of routine administrative ordinances and resolutions certifying assessments, nuisance charges, lighting assessments, charter changes to the personnel manual (including an amended poll-worker pay provision allowing employees to retain poll-worker pay), easement agreements for road widening with Goodwill/Easterseals, surplus equipment declaration, and an amendment to 2025 appropriations. Most of these items passed unanimously following brief staff explanations.
Next steps: the planning commission will be asked at its next available meeting (advertising may make the first substantive hearing occur in September) to review residential zoning districts and report back to council; the city manager will execute the approved body-camera contract and SRO agreement.
