He said the ordinance is a critical step aligned with a recently amended development agreement and that additional legislative pieces and a public hearing under the zoning code will be required before any rezone is final.
Council voted in favor of placing the ordinance on first reading; the ordinance will return for a second reading and public hearing at a subsequent meeting.
