Garfield Heights City Council moved Resolution 30 forward on Sept. 8 and adopted it as an emergency measure to formally honor Art Reaching Kids (ARC) and its founder, Regina Foster.
The council suspended the three-reading rule and then adopted the resolution by roll call, recorded as 7–0. The text, read aloud during the meeting, says ARC began in June 2021 at Freedom Ministries and later moved to Holy Spirit Church in April 2024. The resolution praises ARC’s weekly arts offerings — including drumming, dance, sewing, jewelry making and fragrance arts — and notes the program’s focus on discipline, teamwork, entrepreneurship and community engagement.
Regina Foster accepted the recognition at the podium and described ARC’s purpose as providing arts opportunities not otherwise available to many participants, saying the program aims to "give them something different" and to teach responsibility and citizenship rather than only producing performers. Council members praised Foster’s work during the roll call and invited her and family members for photos after the vote.
The resolution declares the recognition an emergency so it will take effect immediately upon the council’s adoption and the mayor’s approval. No formal fiscal appropriation was attached to the recognition; the text emphasizes gratitude and the program’s community impact.
Following the vote, council members encouraged residents to look for upcoming ARC programming and thanked staff and volunteers who support the initiative. The council documented the recognition with photographs.
