Mentor council approves appropriations, awards Mercantile Drive and city‑facilities paving contracts

Mentor City Council approved several fiscal items and contract awards at its Sept. 2 meeting, including supplemental appropriations, a concrete road contract for Mercantile Drive and a multi-site city facilities paving contract.

Ordinance 25-O-083, which closes out old grants and advances appropriations (the presentation called out police radios as the most significant item), was adopted after council suspended the rules. Council then approved Ordinance 25-O-084, awarding the Mercantile Drive concrete reconstruction contract to TC Construction Company Inc. for $829,650; staff reported the low bidder (Pacheco Cement, ~$807,930.30) had less experience on projects of this scale and recommended TC Construction as the responsible bidder. The project’s scheduled final completion date is June 30, 2026.

Council also approved Ordinance 25-O-085, awarding the 2025 Mentor facilities paving project to Phillips Paving LLC of Chagrin Falls for $412,700 (seven bids, engineer’s estimate $451,000). The council suspended rules and approved both ordinances by roll call.

In addition, council adopted Resolution 25-R-113 to accept amounts and rates determined by the county budget commission and to authorize necessary tax levies for the city’s 2026 tax budget. Council also approved Resolution 25-R-114, a statement of official intent to reimburse city funds used on several OPWC projects (Blossom Road storm sewer, Hoos/Cannon Ridge resurfacing, Mercantile Drive, Hopkins Road) from tax-exempt debt proceeds if the city fronts payments to contractors.

All of these items were approved by roll-call votes as recorded in the meeting minutes; no opposing votes were recorded on the measures presented.
