City planning staff opened the hearing with case PC25‑05, presenting a request for a 17.135‑acre, single‑family subdivision called Northwood Estates Section 1 and noting the project proposes 55 single‑family lots on property at the northwest corner of National Road and Haber Road. Staff told the council the site remains in a Planned Development District and that the Planning Commission earlier recommended approval with conditions including coordination on active open space, full resolution of outstanding engineering comments and installation of infrastructure according to approved plans.
