The Mentor City Council on Sept. 16 approved Resolution 25-R-115, which declares estimated assessments for sidewalk construction in Zones 1D and 1E under the 2023 pedestrian safety program.
A city representative said the city's sidewalk contractor replaced approximately 1,200 concrete slabs on 446 properties in the two zones. The construction cost was provided as approximately $325,000, and when administrative costs (about $25 per property for mailing and advertising) and interest are added, the total estimated assessed portion was roughly $370,000. The representative noted a typical 5-by-5, four-inch concrete slab cost $275 to replace this year compared with about $240 last year.
The resolution directs that a notice be published as required by Ohio Revised Code provisions; property owners will have a two-week window following publication to file objections with the clerk of council. Once objections are resolved, a final assessment ordinance will be prepared for council approval.
Council moved to suspend the rules and approve the resolution; roll call recorded affirmative votes and the resolution was approved.
Next steps: the city will publish the statutorily required notice in the News-Herald, property owners may inspect the list of assessments at the city engineer's office and may file objections following publication.
