Mentor council hears Uptown redevelopment overlay proposal for Old Village parcels

Law director Joe summarized the Uptown Project, saying the proposal targets a stretch of older single-story commercial buildings along the northerly side of Route 20 near the old Manor Hardware block and would allow ground-floor commercial uses with upper-floor residential rental units. He told council the current owner acquired the properties for redevelopment and that the parcels have been subject to nuisance abatements and are, in his view, functionally obsolete.
"This ordinance then does two things. One, it formally declares these parcels economically distressed, that then allows council if it chooses to move forward, then concurrently, allowing for the overlay zoning," Joe said.
City Manager Ken said the project could be “transformative in the Old Village district,” noting building dilapidation, potential environmental contamination on the site that would be remediated as part of redevelopment, and that condemnation might be considered if redevelopment does not proceed. "By any anyone's definition, clearly meets the definition of economically distressed," he said.
The president opened the floor to public comment. No speakers offered remarks in favor. One person indicated intent to speak in opposition but did not present comments; the clerk confirmed council had received correspondence on the matter. The hearing was adjourned with the item to be taken up again later in the meeting.
No formal vote on Ordinance 25-O-086 was taken during the hearing portion; council deferred further action to later in the agenda.
The hearing record includes references to the city charter and codified ordinance sections cited in the proposed ordinance, and the law director urged council that the overlay would allow the mixed-use project to proceed should council approve the economic-distress finding.
