The Clayton Planning Commission met Sept. 22, 2025, to begin a review of residential zoning districts after the City Council directed the commission to study whether to reintroduce former R‑1/R‑2/R‑3 districts, keep the single Residential Single‑unit District (RSD), or make other code changes. Planning staff said consultant MDC will prepare a memo summarizing Plan Clayton, recent zoning code updates, map comparisons and options for the commission’s consideration before the Oct. 27 meeting.
Ellen, planning staff, told the commission the council’s directive is the basis for Case PC2506 and outlined three broad options MDC will evaluate: reintroduce older district categories, maintain the current RSD structure, or propose minor revisions. “MDC agreed to the preparation of a memo reviewing Plan Clayton, summarizing the latest planning and zoning code updates and presenting options for how to proceed with residential district revisions,” Ellen said, describing the memo’s intended content and timeline.
