The board approved Resolution 55-08 to accept an offer of $44,001 from Lucas and Chery Noskowiak for parcel 421 E. Lincoln Ave., a vacant lot the city acquired from Winnebago County in 2011.
Staff described the site as a narrow, unique parcel directly adjacent to the railroad that formerly contained a small structure the city demolished after acquisition. The purchasers plan to combine the lot with a neighboring property they already own and construct a garage; planning staff reviewed preliminary ideas and raised no obvious objections, staff said.
Staff explained the sale process and legal paperwork: the city must use a state-approved real-estate form for the transaction to limit liability. The negotiated broker fee of $4,000 will be paid to the listing broker, and staff said the city will not assume future maintenance of the lot after sale.
During discussion staff said the purchasers aim for the garage to be complete before winter, with an internal target of October if possible, and that planning and building inspection staff will work with them on access, setbacks and any appearance issues. Staff also noted coordination with the State Historical Society for any restoration or preservation records related to the work.
A motion to approve the offer was made, seconded, and passed on a roll call in which Bill Correlli, Lasky, Hutchison, Ponnick and Alter voted aye.
Next steps: After sale approval, staff said the purchasers will work with planning staff to combine lots and pursue any necessary permits. The meeting record indicates staff will follow up with the buyers to begin that process.
