Trustee Laurie Cisneros said she had reviewed the resolution with attorneys and modeled it on an Orange County county-board template; she added that counsel verified the resolution complies with California Education Code. The resolution’s text notes that Title IX expanded opportunities for female athletes and expresses concern that biological differences can create advantages in some competitive sports; it calls on the California Interscholastic Federation and other athletic bodies to align policies with the principle of fair competition.
Public comment ahead of the vote was divided: speakers argued both that the resolution risks singling out transgender students and worsening mental-health outcomes for LGBTQ+ youth, and that the board should protect girls’ competitive opportunities. Board discussion considered whether to broaden language to include boys’ sports and whether to reference recent federal executive orders; trustees ultimately approved the Title IX-focused resolution by voice vote and agreed to add signatures and distribute it to state officials and the CIF.
