Council approves updated chamber tourism plan, restores quarterly reporting; approves first readings of parks code changes

Council considered several interrelated administrative and budget items at the Aug. 25 workshop, including the Chamber of Commerce's FY25-26 visitor and tourism plan, contract addenda and parks-code amendments.
Chamber and tourism: The Chamber representative reviewed a proposed marketing and tourism budget that increases the hot-funds allocation for marketing to $18,000 (up from a prior level the presenter described as about $5,200). The increased amount reflects quotes the presenter said she received from agencies and vendors; she described a mix of print, digital and cooperative regional marketing and said she intends to pursue cooperative campaigns to stretch the budget. Staff and council agreed to return the Chamber agreement to quarterly reporting (staff said quarterly reporting is required for recipients of certain hot-funds). A motion to approve the Lampasas Chamber of Commerce visitor FY25-26 plan was made and seconded and carried at the workshop.
Parks code changes: Parks staff presented two ordinance changes for first reading. One adds provisions to restrict unintended equine use in crowded park locations (playgrounds, certain athletic fields, pool areas), with exemptions for the rodeo arena and the hike-and-bike trail. Staff said signage and operating procedures will identify permissible equine areas. The second ordinance unifies hours of operation across two existing sections by moving standard park hours to 6 a.m. to 10 p.m., while permitting exceptions for permitted events (which commonly have a 1 a.m. cutoff). Council moved and approved first readings for both code amendments.
Hot-fund request and code clarification: Council also considered a $500 hot-fund request for the Lane Bassett Spring event and a code amendment to move backflow/cross-connection decision authority from a building official (position currently vacant) to the director or designee. Council moved to approve the hot-fund request and the related code amendment to update responsibility while the city staffing structure is addressed.
