Stephens County commissioners adopt ordinance changes, update permit fees and approve surplus sale and equipment purchase

The Stephens County Board of Commissioners approved a set of administrative and fiscal measures during its regular meeting, including final adoption of three ordinance amendments, an updated permit-fee schedule, nomination of hospital authority candidates, the sale of surplus county property, and approval of two vendor invoices for county projects.
On second reading the board adopted an amendment to the county’s animal ordinance that removes the Toccoa Police Department from the language authorizing citation issuance in unincorporated areas. The board also adopted changes to the Buildings and Building Regulations Ordinance; staff clarified the vacation-permit period to run May 1 through Sept. 30 following a request from Commissioner Wright. The board approved a transfer of camper-permit language out of the Manufactured Homes and Trailers Ordinance and into the building regulations ordinance.
The board approved an updated permit-fee schedule that adds camper permits, CL inspection fees and tower permit fees to the one-stop-shop fee documentation. Staff said the tower permit fees are already referenced in existing ordinances but were added to the fee schedule for clarity.
Finance and procurement actions included approval of two vendor amounts over $10,000: Greenville Trimlight for lighting on the historic courthouse ($21,132.50), and Central Atlanta Tractor Sales for a new excavator ($91,223.45). Staff stated the excavator will be procured through the Sourcewell cooperative contract and funded from the Public Works restricted fund so it will not be charged to Stephens County’s general taxpayer accounts.
On appointments, the board nominated six candidates to fill two openings on the Stephens County Hospital Authority as required by state law (three names per vacancy). For one vacancy the board proposed Cassandra Wilkins, Sherry Beavers and Josh Rickman; for the other it nominated incumbent Rick Phillips along with Lori McEvoy and Melissa Mitchell. The slate will be forwarded to the hospital authority for its final consideration.
The board also approved the disposal of surplus real property at 194 East Silver Shoals Road and accepted an auction bid of $501 from Brandon Mitchell; a resolution was authorized for the chairman’s signature. The board approved payment of presented bills and adjourned to an executive session to discuss potential litigation.
No administrator or department reports were presented. Commissioners also discussed plans for seasonal holiday lighting and thanked Commissioner Wright for coordinating quotes and plans.
