Board delays downtown parklet approval, asks staff to confirm lease and grant details

The Fayetteville Board of Aldermen postponed action on an architectural proposal for a downtown parklet that is part of the city's downtown improvement grant program, citing unanswered questions about property ownership, lease terms and grant-match requirements.

Kevin, who presented the grant results and said the city solicited bids through Main Street, told the board that two bidders initially exceeded the budget and later resubmitted proposals. "Both of them did outbid us and outbid the budget, but they came back and resubmitted the proposal," Kevin said. He also said the property owner has leased the building to Main Street "for a dollar a year."

Board members raised a series of legal and practical questions: whether the city must own the land or have a long-term lease to meet grant eligibility, whether the owner's will affects title, the grant's match requirements and what the city's cash commitment would be. A member summarized prior numbers discussed for the project, citing an approximate total project cost and the grant portion; the transcript reports a grant figure of about $71,094 and board members described the city's share in the range of roughly $26,000.

Given those open items and concerns about timing and weather for construction, Alderman Small moved to postpone acceptance of the architectural proposal to the October cycle; Alderman Keenan seconded. The motion carried by voice vote. The board directed Kevin and planning staff to obtain documentation on the lease/ownership, the specific match and furnishing plans and to return with answers next month.

The board did not approve any construction or expenditure at this meeting; the item will return to the next cycle with the requested clarifications.
