Campton Hills told it remains on state 'non-exempt' list, staff to update housing plan

Planning and zoning consultant Jim Brown told trustees that Campton Hills remains on the state's non-exempt local-government list for not meeting the 10% affordable-housing threshold required under the Illinois Affordable Housing Planning Act.
Brown said the act was first passed in 2003 and most recently amended in 2023; because Campton Hills' plan dated from 2015 it was due for an update every 10 years. He said the 2023 amendments changed some percentage requirements for communities on the state list, and the village must update its comprehensive plan and the affordable-housing plan to reflect new census inputs and current policy.
Brown and staff said demonstrating progress on planning and zoning updates would reduce the risk that an external party could pursue state review or appeal if a developer sought discretionary approvals and the village later denied them. Trustees asked clarifying questions about metrics, and staff said a fuller explanation of the formula (median income, housing prices, and other factors) would follow in future sessions.
