The Navasota City Council on Sept. 8, 2025 approved renewing a grazing lease covering about 25 acres at the closed landfill site to adjacent landowner Mildred Wood for approximately $30 per acre per year (roughly $750 annually), with an amendment to remove or revise a clause permitting hunting and fishing by third parties.
Mike Majeschi introduced the annual grazing lease and said the property has been leased to Ms. Wood for more than five years for cattle grazing. Council members raised questions about a contract provision that would permit third parties to hunt or fish on the premises and the potential liability if livestock were harmed. The city attorney advised the council that the city, as landlord, can retain the right to permit third parties for non‑grazing uses but also warned that allowing hunting could increase liability exposure and that removing the hunting/fishing provision would reduce risk.
Council moved to approve the lease with the deletion of the hunting/fishing clause and reserved the council’s right to permit third parties in the future for uses that do not materially interfere with the tenant’s grazing rights. The motion carried on voice vote.
Staff said the city will finalize lease language to reflect the council’s direction and will return the signed lease once the tenant executes it.
