Waunakee approves annexation ordinance and agreement for Carls family parcels west of village

The Waunakee Village Board on Sept. 12 approved an annexation ordinance for properties owned by Maryland Carls Real Estate Limited Partnership and A and M Carls LLC, parcels currently in the Town of Springfield just west of the village. The board also approved the annexation agreement subject to final review and approval by the village administrator and village attorney.
Staff presented maps (packet pages 54–55) showing two noncontiguous portions north and south of Kopp Road along Helen Brand Road. Staff said the land is an area the village anticipates growing into and that future comprehensive-plan amendments may be needed as development plans are finalized. The agreement includes language addressing improvements to portions of Helen Brand Road within the annexation and notes a portion of the road in the Town of Westport would not be covered.
Board members asked whether the annexation would simplify road improvements; staff said the agreement identifies potential road improvements and that annexation would make the village more able to expedite some repairs and small improvements. Trustees moved and approved the ordinance contingent on execution of the annexation agreement, and then approved the annexation agreement subject to final staff review.
Next steps: final execution of the annexation agreement and follow-up on required planning steps, including any land-use or comprehensive-plan actions.
