Waunakee board tables EV charging host agreement over contract concerns

The agreement presented to the board records Waunakee as a program finalist and outlines the county’s proposed relationship with a site host.
Trustee Brian pressed for changes, saying, “I think the agreement’s rather one‑sided, for the county,” and cited examples including unclear cost responsibilities, lack of a financial guarantee to restore property, and termination language that could leave the village liable. Other trustees echoed the need for clarity on insurance, who would pay to bring power to the chargers, and whether fees could be set or regulated.
Trustees also discussed utility regulation: the village’s utility is subject to the Public Service Commission of Wisconsin, which could limit what the village may charge users, and that raises a separate set of issues the board asked staff to research.
The board directed staff to have village counsel redline the county agreement and to research (a) whether the county imposed any deadline for accepting the site, and (b) an estimate of village costs to provide service to the chargers. The item will return to the board after counsel and staff report back. No final host agreement was approved at the meeting.
