Council adopts parks and trails master plan, outlining prioritized improvements and next-phase design work

Lufkin City Council approved a parks and trails master plan that sets priorities for improvements and lays out work the Parks & Recreation Department will take into design and funding phases.
Parks & Recreation Director Buddy Tim said the plan drew on extensive public input — including 915 survey responses and multiple listening sessions — and enumerated top priorities such as targeted lighting upgrades on the Azalea Trail and inside several parks, completion of disc-golf and pickleball facilities, playground and restroom renovations, trail connectivity and splash-pad upgrades.
"This is not an ask for funding today," Buddy Tim told council. The plan includes budgetary estimates intended to inform future capital requests and design work; staff emphasized that approval authorizes a design phase and future funding requests.
Members of the public and recreation advocates urged the council to follow through with maintenance and funding. Andrew Farbach told council he supported the plan and urged follow-through and timely funding to avoid plans becoming shelved.
Councilmembers praised the planning work and discussed maintenance capacity and likely next steps. The council moved and seconded approval of the plan; the motion carried by voice vote.
Next steps: staff will proceed to the design phase for prioritized projects and present funding requests to council when cost estimates are finalized.
