On Sept. 3 the Planning Commission unanimously recommended that City Council adopt two administrative text amendments to align local review timelines with changes enacted by the General Assembly.
Planner Charles presented a site-regulations text amendment (SR2025-0001) to set site-plan review timeframes to 40 calendar days for the first submission and 30 days for subsequent submissions; prior rules used working days, which excluded weekends and holidays and created applicant uncertainty. The Regulations Committee reviewed and recommended the change; the commission voted 8–0 to forward it to council.
Planner Charles also presented a subdivision-regulations amendment (SO2025-0001) to amend Appendix B and set the same calendar-day review periods for development plans and subdivision plats. Commissioners approved that change by unanimous roll call (8–0). Both matters will be heard at City Council on Sept. 23, 2025.
Next steps: staff will prepare ordinance language and transmit the amendments for council consideration.
