The Harkamore County Industrial Development Agency voted to support sponsoring an economic impact study of the Remington Arms site and move forward toward hiring a consultant to quantify projected tax and employment benefits.
Board members discussed a quote from Turner Windsor (a consultant the agency has used on prior projects) and a staff presentation that the study would estimate sales tax, property tax and employment impacts at full build-out. An agency representative said the study “would cover sales tax, that would cover property tax, that will cover people who will be there for construction and deconstruction.”
The board’s motion to support the study was seconded and carried in open session; one member (Carrie) registered opposition during the vote. Agency staff said consultant payment terms will be discussed in executive session and the board will return to open session for a formal vote on the contract and payment.
John and other staff framed the study as a tool to address community questions and to provide a consistent basis for outreach to state partners and potential developers. Staff also noted prior similar work and said they were seeking to use existing procurement channels where possible.
Next steps: staff will take consultant contract details into executive session for review and then return to a public meeting to request authority to execute and pay the consultant.
