Snellville council postpones public hearing on 108-unit townhome rezoning at 1719 Scenic Highway

The Snellville City Council voted on May 25 to postpone the public hearing on rezoning application RZ25-5 to the Sept. 8, 2025 council meeting after staff reported substantive changes were submitted to the planning department on the preceding Friday.
The application, filed by DeThomas Investments, LLC and 3 Lane Development LLC for property owned by Tree Lane Development LLC (tax parcel 5056003), requests rezoning from BG General Business District to RTH Townhouse Residential District for a proposed 108 single-family attached townhome units on a 15.0137-acre site (gross density 7.19 units per acre) at 1719 Scenic Highway (U.S. Route 124 North). The council indicated postponement was to allow staff time to vet the late changes and to give the public time to review the updates; the council instructed staff to post the updates to the city website.
Norwood Davis, who identified himself as president and CEO of the Wesleyan Investment Foundation (which wholly owns Tree Lane Development LLC), told council he was the party that marketed the property after earlier mixed-use plans tied to 12 Stone Church fell apart during COVID. Davis said the Westin Investment Foundation (Wesleyan Investment Foundation in his remarks) received two development offers and favored DeThomas' for-sale townhouse proposal as more consistent with Snellville's development intent. "I encourage you to vote for it" when the matter returns, Davis said.
During public comment, Ahmed Hussein, a local property owner, urged the council to consider temporary flexibility for an OI-zoned commercial parcel he owns on Scenic Highway that currently hinders leasing. Hussein said a prospective tenant lists a contractor in its corporate name but agreed in writing the space would be used only for administrative office functions; he asked the council and planning staff for assistance while OI zoning issues are addressed.
A motion to postpone RZ25-5 was made and seconded and passed unanimously, with six members voting in favor and none opposed. Council members said the public hearing and final vote will occur on Sept. 8, 2025, after the updated materials are posted and reviewed.
