Summary
At its Aug. 12 meeting the Onalaska Common Council approved a $300,000 park purchase agreement for Dash Park expansion, authorized up to $10,000 for an IT inventory, approved vouchers totaling $2,972,162.89 and adopted a resolution to vacate John's Court, among other routine items.
The Onalaska Common Council on Aug. 12 cleared a package of routine and substantive items: a purchase agreement to expand Dash Park, authorization for an IT-device inventory, approval of vouchers, and a preliminary resolution to vacate John’s Court.
Dash Park purchase agreement: Amanda (city staff) explained the city will pay roughly $300,000 to incorporate the privately improved expansion into Dash Park. She told council the private developer had made approximately $2.2 million to $2.5 million in improvements and said "$300,000 for what we're receiving is really, I think, a good deal for the city." Council discussed maintenance expectations and restrictions on park-development funds; the motion to approve passed unanimously.
IT inventory funding: The council approved funding not to exceed $10,000 for MCS Networks Inc. to complete the city’s IT-device inventory, a step staff said is essential for cybersecurity preparedness. IT director Joe Olinger told council the work would likely take "around 2 weeks with 2 people from MCS and then 1 person from the city" to locate and record devices. The motion (mover Mike Milkey, second Larry Jurasic) passed unanimously.
Vouchers and other items: Finance chair Mike Milkey moved to approve vouchers totaling $2,972,162.89; the motion carried unanimously. The council also approved the public transit agency safety plan (staff to submit to the FTA), and adopted Resolution 17-2025 to vacate and discontinue John’s Court in La Crosse County; Amanda explained the typical process and noted staff files a lis pendens to notify prospective buyers.
Votes at a glance: all motions described above passed by unanimous voice vote or roll call during the meeting.
What’s next: Staff said the IT inventory will be maintained in-house after the one-time expense and that a formal resolution related to the MCS work could be brought forward next month if needed. Dash Park’s maintenance and security provisions will be coordinated with public works and park staff following transfer.
