Snellville staff to refine sanitation RFP and consider recycling auto-renewal

At the Sept. 8 work session staff told Snellville council members they are revising the sanitation request for proposals after talks with Waste Management and Latham.
Speaker 4 said the vendors recommended several scope changes and noted Snellville is one of the few cities currently using 65-gallon trash carts; staff suggested switching to 95-gallon carts to provide capacity for more bags. "We are one of the only cities that offer 65 gallon trash cans," Speaker 4 said, advocating consideration of a 95-gallon option.
Staff said it will prepare a document with recommendations for the RFP and offered to hold a separate work session to avoid rushing through details. The council agreed a deeper review would be useful.
Speaker 5 relayed a suggestion from Gwinnett County’s sustainability officer to switch recycling enrollment to an auto-renew model where households remain enrolled unless they cancel by a specified deadline (for example, cancel by May 1), noting the mechanics could include charging via tax bill if needed. "Once you opt in, you're in," Speaker 5 said in describing the proposed approach.
Council asked staff to examine billing and implementation details and to coordinate with vendors and the county before returning recommendations to the council.
