The Santa Fe Springs Planning Commission voted 5-0 to adopt a zoning code text amendment that clarifies and standardizes regulations for billboards across the city and introduces a new billboard category.
Planning consultant Laura Ramirez told commissioners the amendment consolidates billboard definitions into the code’s definitions section and creates a new "digital static billboard" category that must display an image for no shorter than two minutes. Ramirez said the amendment also makes development plan approval and an operating agreement the consistent citywide requirements for any new billboard, removes a prior restriction preventing V-shaped billboards from being adjacent on the same side of the freeway (subject to an angle limit of 30 degrees), and extends allowable billboard locations along the 605 Freeway into the Public Facility zone in addition to manufacturing zones.
Ramirez said the proposed amendments are consistent with the city’s general plan goals for economic development and community benefits and noted an operating agreement gives the city a share of revenue derived from billboards. Staff recommended finding the text amendment categorically exempt under CEQA Guidelines section 15063(b)(3) because it is a text amendment without direct construction impacts.
No members of the public spoke during the hearing. The commission moved, seconded and adopted Resolution 302-2025 on a unanimous roll call vote. A 14-day appeal period was announced.
