The Cumberland County Planning Commission voted to forward rezoning application RAC‑25‑01, submitted by Valpo Investments for a proposed Dollar General prototype, to the Board of Supervisors with the commission’s recommendation.
Planning staff reminded the commission that it had previously held a public hearing in May and recommended approval; the Board of Supervisors had referred the application back to the commission for additional review after a July 8 hearing and an August 11 joint workshop with the county’s economic development authority (EDA).
The applicant’s representative presented updated site plans and community responses. Key points included a corner entrance to reduce parking demand, site design to manage tractor‑trailer access and internal truck routes, and provisions for dark‑sky compliant lighting. The applicant said a geotechnical survey is needed before committing to heavy exterior materials such as brick and that, depending on road elevation and final building height, parapet revisions could be required to screen rooftop HVAC equipment. “If you want brick on those 2 sides, I can submit to brick on those 2 sides, but I can’t guarantee I’m gonna be able to scribe the HVACs,” the applicant said.
On traffic, the applicant said routine store deliveries would be “between 1 and 2” trucks per day and that larger distribution trucks are typically used for nonperishable deliveries; he also said VDOT will review intersection and access and could require road improvements. Staff confirmed V‑1 zoning district sign standards cited in the packet (one or more freestanding signs not to exceed 60 square feet total and a height limit measured from roadway of 35 feet).
One public commenter, Betty Myers, praised the joint workshop and urged the commission to seek EDA input earlier in the review of incoming businesses. The applicant announced a community meeting to present architectural options and gather feedback.
A commissioner moved to submit RAC‑25‑01 to the Board of Supervisors for rezoning approval only (site engineering and building permits would follow rezoning if approved); the motion passed on a roll call vote. The Board of Supervisors will consider the rezoning request at a future meeting and, if rezoned, the developer will proceed with the required geotechnical, engineering and VDOT reviews before submitting a detailed site plan.
