Cumberland supervisors approve school appropriations, contract amendments and several recognition resolutions

At its Sept. 9 meeting, the Cumberland County Board of Supervisors approved several financial and ceremonial items drawn from staff recommendations.
Finance staff requested supplemental appropriations for the schools totaling approximately $848,750 — largely carryover grant funds from FY25 (~$713,794) plus new FY26 grant funding (~$134,956) — with staff noting the dollars must be used per grant guidelines and require no additional local tax funding. The board approved the appropriations by voice vote.
The board also accepted an $800 private donation to Emergency Services to purchase fuel panels for volunteer fire departments and approved appropriating those funds to the department budget.
The board voted to approve an amended Crossroads Community Services performance contract for FY26–27 after staff and the county attorney recommended the changes to align the agreement with Commonwealth funding and budget rules. Dr. Melvin Moore, Crossroads’ executive director, summarized organizational goals, measures of success and recent operational improvements including electronic timekeeping, contract registry, and ADA upgrades at a county clinic.
The board adopted ceremonial resolutions recognizing the service of Michael E. Gordon (retired 03/31/2025) and Jeffrey Minter (retired 05/31/2025), and authorized the county to apply to the Virginia Department of Housing and Community Development 'Exploring Main Street' program to support courthouse-district revitalization (no local cost). The board also unanimously designated Cumberland County a 'Purple Heart County' and read into the record the names of 15 veterans included in the Virginia War Memorial.
What’s next: Finance staff will implement the approved appropriations and report on any required grant compliance. Crossroads and county staff will proceed under the amended performance contract and return regular performance updates as required by the contract.
