City Council establishes charter-review committee, sets timeline for ballot consideration

On Sept. 23 the City of Orange City Council adopted resolution 397-25 to establish a Charter Review Advisory Committee and a timeline for review. City Clerk Kaylee Burleson said the last charter amendment was completed in 2012 and recommended a council-led review process with at least monthly meetings starting in October. The proposed schedule would allow time for two readings of any charter-amendment ordinance and the legal advertising necessary for placement on the Nov. 3, 2026 ballot.
Burleson explained the timeline and the practicalities of vetting proposals, advertising, and submitting questions to the Supervisor of Elections. Councilmembers discussed meeting cadence and whether to meet before the first or second monthly council meeting; they gave direction to convene on the first monthly meetings from 5:30 to 6:30 p.m. and to proceed with the proposed timeline.
The council voted to adopt the resolution and approved the committee formation and timeline; staff will schedule the committee meetings and handle public advertising and required ordinance readings if the council advances amendments.
