PPIC hears update on Navy command changes at Norfolk Naval Shipyard and Southgate Annex access

Councilman Bugle and other staff briefed the Portsmouth Port Industrial Commission on Sept. 23 about recent Navy organizational changes at Norfolk Naval Shipyard and the implications for the Southgate Annex property.
Bugle explained that the Navy recently changed command, installing a one‑star admiral as shipyard commander and creating an Industrial Operations Command. He said the Navy also established a separate installation commander role to oversee base support functions; that installation command will be Naval Support Activity Portsmouth and Captain Steve Ramsey is slated to stand up that command on Oct. 1.
"Southgate Annex belongs to the installation commander," Bugle said, explaining that negotiations for extended‑use leases and access should now be coordinated with NSA Portsmouth rather than the shipyard's industrial command.
Speakers also discussed a regional traffic bottleneck at the foot of the Jordan Bridge that intersects with development at Burton's Point Road and a planned SPSA tipping station on Victory Boulevard. Staff and regional partners are coordinating roadway improvements; a Burton's Point Road road project is expected to be completed in coming months.
Commissioners requested continued support for introductions and coordination with Captain Ramsey and for staff to arrange site visits to Southgate Annex for commissioners who have not seen the property. No formal action was taken; this was an informational briefing.
