The commission opened the annual meeting by approving the minutes of the July 22, 2025 regular meeting by roll-call vote and then proceeded to the election of officers for the coming year.
During the elections the chair identified herself when the motion to retain the current chair was made: "current chair, myself, Angelia Allen, to remain chair." The commission then approved the chair by roll-call.
The chair nominated Keith Rice as vice chair; nominations were seconded and the roll-call vote recorded one 'No' vote by Miss McSwain and 'Yes' from other members in the transcript, resulting in Keith Rice's nomination. The chair next nominated Arnett McSwain for treasurer; that nomination was seconded and approved by roll call, recorded as 6–0.
Later in the meeting the commission voted unanimously (6–0) to enter a closed session "pursuant to Virginia code subsection 2 dot 2 dash 37 11 a dot 3" for the purpose of discussing disposition and negotiation strategy for 3920 and 3930 Burgess/Burton Point Road. Following the closed session commissioners returned to open session, certified compliance with the statutory requirements, and completed the subsequent open‑session action on the property.
