Council approves $2.93M public-safety grant and a string of appropriations, all adopted unanimously

On Aug. 26 Portsmouth City Council approved a series of grants and appropriations spanning public safety, housing and human services.
Key approvals included an acceptance of a $2,932,000 grant from the Virginia Department of Criminal Justice Services to support the "Portsmouth 2026 Safer Communities" program; appropriation of $1.2 million from the general fund to the Portsmouth Redevelopment and Housing Authority for the Lexington Senior Apartments project; and acceptance of $600,000 in Marcus Alert planning funds from the Virginia Department of Behavioral Health and Developmental Services. The council also accepted $150,000 from the Virginia 9‑1‑1 Services Board for equipment upgrades, $42,660 in Home Investment Partnerships funds for community planning and development, and a $30,281.47 opioid settlement allocation to behavioral-health abatement.
All enumerated appropriations and grants were adopted unanimously, 7–0. City Manager Steven Carter and council members thanked staff and the police department; Carter noted Government 101 registration will open Sept. 2 and the police department recently earned national accreditation.
What happens next: Funds will be allocated to the respective departments per the ordinances; staff will proceed with program implementation, procurement and reporting requirements tied to grant conditions.
