Board warned of delayed federal education funds and steep possible health-insurance increases

Unidentified Speaker 3 (district administrator) briefed the board on federal and state financial issues affecting the upcoming school year. The administrator said the district has not yet received all ESSA funds (Title I, II, III, IV and Title III immigrant); special education (IDEA) funding arrived earlier than expected and is close to budgeted levels, which helps cover out-of-district placements. "We typically receive our ESSA... in May, and we receive our special education funding August. We did receive our special ed funding," the administrator said.
On benefits, the administrator described preliminary figures for state health-benefit renewals: "We're hearing medical rates could increase as much as 30 percent, and we're hearing that prescription rates can increase as much as 59%." Staff said the district will shop plan options with brokers, and described a possible policy shift that could reduce or eliminate legacy plans in favor of educator plans, which would change premium and contribution dynamics for some employees.
The board was told IDEA funding was on the evening’s agenda for approval. No formal budget changes were adopted during the meeting; administrators said timing of federal ESSA funds could delay certain earmarked activities (for example professional development tied to Titles II and IV) until funds arrive. The district indicated it will inform the board as funding arrives and will continue discussions with its benefit broker on renewal options.
