Portsmouth council accepts several settlement and grant awards for opioid abatement, PFAS response and victim-witness services

During the city manager's report the council considered and adopted a package of appropriations accepting settlement and grant funds for FY2026.
The council adopted an ordinance accepting $194,168.12 from opioid settlements and appropriating it to the FY2026 behavioral health services fund for approved abatement purposes under the Virginia Opioid Fund and settlement MOU. The council then accepted $150,714.13 from the PFAS settlement with 3M and appropriated it to the FY2026 public utilities fund for water supply testing, treatment and authorized settlement uses; City Attorney LaVonda Graham Williams credited deputy Derek Challenger for litigation support on that matter and indicated the city expects additional settlement funds in the near term.
Council also approved a $564,882 grant from the Virginia Department of Criminal Justice Services for the Commonwealth's Attorney's Office victim-witness program and smaller emergency-preparedness grants from the Virginia Department of Emergency Management for hazardous-materials team support and radiological preparedness. Each item was moved, seconded and adopted by recorded electronic vote (most by 7-0).
