KUSD presents K–5 ELA review under Act 20 and adopts annual academic standards notice under Act 55

Kenosha Unified—s English Language Arts K–5 curriculum review, presented July 22 as required by Act 20, emphasized implementation supports for teachers, expanded data collection and early-literacy interventions.
Presenters Wendy Bridal and Mary Hoover described a district strategy that pairs selected high-quality instructional materials with professional development, a learning-walk tool to collect teacher-practice data in fall and spring, and a quarterly assessment calendar to bring greater consistency to formative and summative assessments. The district said it leaned on the DPI rubric in revising phonics and word-study sequences and that new resources produce a vertical continuum across kindergarten through grade five.
District staff cited AIMSwebPlus screening changes (norming updates) that limit direct year-over-year comparisons for some measures but noted implementation successes: 2,205 K–3 students entered personal reading plans in the first administration window, and 262 students exited reading plans in less than half a school year, with most exits in kindergarten and first grade. Administration said the district will expand personal reading plans to fourth grade next year and continue to strengthen common assessments aligned to the Forward Exam.
Under Act 55, the board also considered and approved the annual declaration and parent notice of adopted academic standards for the 2025–26 school year. The motion to adopt the Act 55 notice carried by voice vote.
Administration said next steps include continuing learning walks, analyzing screener data to identify gaps, and working with schools to strengthen core literacy instruction and implementation fidelity.
