The Portsmouth City Council voted to approve a use permit (UP2506) allowing a surface parking lot at 2000 Harper Avenue to support operations at the adjacent General Dynamics NASCO facility.
Devin Simpson, representing the property owner and engineering firm Kimley-Horn, told council the lot will provide two access points on Harper Avenue with dedicated right-turn lanes, and will include a sidewalk stretching approximately a quarter mile to connect to the existing NASCO facility. Simpson said a traffic-impact analysis had been completed and reviewed by city staff and that off-site intersection striping and lane delineation at Harper and Lee Avenue are planned.
Council had no substantive questions for the applicant; the public hearing was closed and the council adopted the permit by electronic vote 7-0. The approval is for the use permit at this stage; specific engineering, permitting and construction details will be reviewed and approved during subsequent site-plan and permitting processes.
