Planning commission recommends annexation of 1224 East Iowa to allow city sewer hookup

The Nampa Planning and Zoning Commission voted Sept. 23 to recommend annexation and RS-3.5 zoning for a small, currently unincorporated parcel at 1224 East Iowa Avenue to allow the owner to access city sewer and water if needed.
Applicant Jerry Lyle, who gave his address as 1224 East Iowa Avenue, told the commission he currently uses a private well and an original septic system and has experienced groundwater and pump problems. "I'm the owner of the property... I'm applying to annex into the city," he said, explaining the request is largely precautionary in case the septic or well fail.
Staff told commissioners the parcel is an enclave that is contiguous to the city and lies within the Nampa comprehensive plan's medium-density residential designation; staff recommended approval and listed standard conditions including payment of utility connection and impact fees and required right-of-way and plumbing permits prior to any service connections. Engineering staff clarified the nearby gravel access drive is private; any future need for right-of-way to extend or realign the roadway would be negotiated or purchased at redevelopment rather than required as a dedication at annexation.
Two nearby residents spoke during public comment. Neighbor Mark Pridgen said he had no opposition. Lindsay Beacham said she was neutral but expressed concern about possible damage to the private access and said she could not find a city ordinance requiring its repair: "Our only concern was really the road... I couldn't find anything in any city ordinances that stated that it would be repaired." Staff acknowledged the road's private status and said the application does not include annexing the private access drive.
After discussion the commission moved to recommend approval as presented; the roll call recorded affirmative votes and the motion carried. The commission's action is a recommendation to the City Council as the next step in the annexation process.
