Council reviewed and prioritized seven proposed supplemental, non-budgeted goals for fiscal year 2025—26 and approved direction for staff to move forward with scoping and outreach.
City Manager Tim Kieser outlined seven candidate goals: (1) North Star property partnership and opportunities for recreation/water/fire-safety, (2) improve public communication and engagement, (3) evaluate dispatch services, (4) pursue joint-animal-shelter feasibility, (5) assess fire-service standards and future planning, (6) update development code text and processes, and (7) explore annexation strategy and evaluations. Kieser emphasized the list was for direction only and that costed work would return to council for any funding decisions.
Public commenters asked the council to elevate arts and cultural support, and to continue county collaboration on animal-shelter and dispatch questions. Rick Panos of the North Star House board reported the property—s recent listing on the National Register of Historic Places and urged continued partnership; Nevada County Supervisor Lisa Swarthout said the county remains willing to collaborate on the animal shelter, dispatch and annexation conversations.
After public input, councilors discussed prioritization and budget implications and voted to identify and direct staff to focus on the top seven non-budgeted goals, instructing that staff return with cost estimates and next steps as appropriate.
What happens next: Staff will scope specific work plans, identify any consultant needs or funding implications, and return to council with timelines and budget requests where needed. Stakeholders (arts council, North Star House, county staff) will be engaged as part of outreach and feasibility work.
