Johnson City honors wastewater staff and announces water/sewer leadership change

Johnson City commissioners recognized employees from the city's three wastewater treatment plants on Sept. 8 and heard staff changes in water and sewer leadership.
Tom Witherspoon presented six awards received for calendar year 2024, saying the three plants together treated more than 5,000,000,000 gallons of wastewater and maintained strong regulatory compliance. Witherspoon noted the Brush Creek plant had three consecutive years with no more than one permit violation, Knob Creek had 13 consecutive years with no more than one violation, and the regional plant had 15 consecutive years with no permit violations.
The commission also celebrated John Lane, who completed the Water Professional Leadership Academy and, Witherspoon said, will step in as the next water and sewer director on Nov. 7. Lane acknowledged the appointment and thanked the commission and staff.
Tom Witherspoon and staff presented the Clean Water Professionals of Kentucky and Tennessee 'Golden Manhole' award to Tracy Humphreys for more than 32 years of service and credited his leadership with an "almost 72%" reduction in overflows during his tenure. The department described Humphreys as a key system knowledge resource for the city's roughly 780-mile collection system.
Commissioners and staff praised the utility teams for daily operations and long-term investments that support reliability and compliance.
