The Malibu City Council unanimously approved the agenda at a special meeting on Aug. 18, 2025, then recessed to closed session to consider items listed on the posted agenda and later reported no reportable action.
During roll call, council members confirmed their attendance and staff stated the agenda had been properly posted on Aug. 15, 2025. An unidentified council member moved to approve the agenda and another attendee seconded; the council then took a roll-call vote and the motion carried.
Meeting staff reported that the council met in open session at 11:00 a.m. and then recessed to closed session for the matters listed on the posted agenda. Staff later told the council in open session that all five council members were present for the closed-session meeting, with Mayor Riggins attending remotely, and that no reportable action resulted from closed session.
Before adjourning, the council expressed condolences to Interim City Manager Candace Bond on the death of her mother, Anita Lyons Bond, and to longtime resident Candace Bowen on the death of her husband, Howard Ferguson. The council then adjourned.
Why it matters: The meeting’s principal formal actions were procedural: agenda approval and a closed-session review that produced no reportable outcomes. The public-comment period included questions and allegations about the city manager contract (reported separately).
