The Longmont Planning & Zoning Commission unanimously (7‑0) voted Aug. 27 to find two proposed urban‑renewal plan amendments in conformance with the city’s comprehensive plan and to create tax‑increment finance (TIF) districts to support redevelopment projects.
Laura Moody, executive director of the Longmont Urban Renewal Authority, presented the first amendment to create Tax Increment District No.1 in Southeast Longmont, covering property near Second and Martin streets. She said the site under construction includes a 200‑unit multifamily project and that the amendment will allow the authority to use incremental tax revenue generated by increased property values to remedy blight within the district. Moody emphasized that TIF is not a new tax: it captures the increment above a base assessed value and dedicates that incremental revenue to projects within the district.
Commissioners asked how TIF interacts with TABOR and whether residents face new taxes; staff clarified TIF does not raise mill levies — it repurposes additional tax revenue from redevelopment and is spent only within the district. The commission voted 7‑0 to find the Southeast Longmont amendment in conformance with Envision Longmont.
The commission next considered a second amendment creating Tax Increment District No.2 for the Twin Peaks Mall area, a redevelopment that includes a proposed 265‑unit multifamily building with an integrated parking garage and a future second phase. Staff encountered a PDF/exhibit display error during the presentation and paused the meeting briefly to restore correct maps. Commissioners insisted that exhibits and legal descriptions be corrected before the item goes to City Council. With the corrected exhibits provided, the commission voted unanimously to find the Twin Peaks Mall amendment in conformance with the comprehensive plan, subject to corrected attachments.
Both approvals are findings of conformance and do not appropriate funds; subsequent City Council consideration will be required to adopt the amendments and establish any financing program. Moody said developers and staff will return to council with corrected exhibits and any required legal clarifications before implementation.
