Carroll County PSA updates Exit 1 regional wastewater project, seeks grants and earmark

The Carroll County Public Service Authority heard an update on the Exit 1 regional wastewater project and related operational work. Staff said NCDOT is still willing to participate but the project currently lacks about one-third of its funding. "We are in the process of reapplying... we're gonna ask for more money and then ask for maybe some additional support, some grant funding," staff (Mike) told the board.
Mike said the project's total cost is "around 8,000,000," with about a $3,000,000 piece and the remainder to be covered by partners, loans and grants. The authority plans to pursue loan dollars and a legislative earmark in the coming cycle and will consider structuring connection fees so future connectors pay to join when they attach.
On operations, Mike reported extra inflow from a leaking boot in a line through a creek that briefly raised readings; staff proactively notified DEQ and said current testing shows the plant now meets standards. He said a new screen at the pump station is being installed to reduce materials that clog pumps and help close out the consent order.
Staff also said two SCADA sites had delays getting electricity; one site is connected and the other remains under coordination with AEP. The authority reported it has pulled off the Deer Ridge extension to prioritize Spring Willow and will sequence Pine Grove work next. The Fairhaven project lines are in and staff will install meters as customers are processed; staff are applying for an EPA-linked asset management grant and other small funding sources.
No formal board action on the Exit 1 financing was recorded at the meeting; staff indicated they will continue grant/loan applications and report progress to the board.
