Resident warns 'someone's going to get killed' on Goggin Lane; commission approves 2025 paving list with possible speed humps

At the Danville City Commission meeting on Sept. 22, resident Jerry Willis Hill described persistent speeding and large trucks using Goggin Lane as a cut-through, saying he fears a serious crash and requesting increased enforcement or traffic-calming measures.
Hill said he has lived on Goggin Lane for decades and observed frequent speeds he estimated at 50 to 60 mph in a 35-mph zone and regular tractor-trailer traffic. His comments came during the public-comment portion of the meeting and were time-limited per the meeting rules.
Commission staff later presented the proposed 2025 paving list and an initial quote from Allen Company; staff told commissioners the city typically receives about $360,000—60,000 per year in road-fund revenue and that the paving program will try to stay near that amount. Staff also noted Allen Company could install speed humps as part of paving for an additional cost of about $3,000 per hump, which staff said may be more efficient than retrofitting them later. The commission approved the paving list, including adding Timothy and other streets, by voice vote.
What the city said it will do next: staff will work with police and public-works personnel to identify where traffic-calming (including speed humps) may be appropriate and will finalize contracts with the Allen Company.
