Staff said the RFP was published and sent to 15 firms through the Kentucky Heritage Council; only one local Lexington firm submitted a responsive proposal that met the scope and budget. Staff recommended moving ahead because the firm’s profile and cost fit the board’s requirements, and the consultant will hold public meetings and coordinate with planning and zoning to align language and close loopholes (for example, clarifying when window treatments are considered signage).
A board member moved to accept the consultant bid; another seconded and the motion passed by voice vote. Staff said they may place additional items on the agenda for the next regular meeting and will provide the consultant with a list of known trouble spots (temporary vs. permanent signage, window treatments, bollard signs) as a kickoff for the engagement.
