The planning commission voted down a rezoning request for the Meadowview property (PC 26-25) after staff corrected an earlier acreage figure for the northern tract to 51.1 acres and commissioners questioned how RS-5 zoning would interact with topography.
Staff reported the deed and survey discrepancy and said the northern portion (Tract 1) is 51.1 acres and designated in the Fairview Forward 2040 plan as residential transition. Staff noted RS-5 would allow minimum 5,000-square-foot lots, producing a theoretical density of roughly eight lots per acre and a theoretical maximum of about 400 lots on 50 acres, but emphasized topographic constraints would reduce buildable yield.
Julie Berg, representing the applicant, told the commission the reappearance on the agenda was due to a clerical error: "It's the same parcel ... it was a clerical error that has to be put in the record," and she said the property presents significant slope and flood constraints that limit development to the flatter portions.
Commissioners debated whether RS-5 would be too dense for the northern tract despite staff finding RS-5 an appropriate zoning district for residential transition. In the roll-call vote the motion to approve failed (Ayes: Dawson, Ritt; Nays: Euless, Cali, Pate, Vice mayor McDonald, Mayor Anderson), 2-5.
Next steps: the item returns to the Board of Commissioners with corrected acreage information and commissioners reiterated concerns about topography and potential density if RS-5 were applied.
