Presiding Officer opened the tax-rate public hearing and told attendees the council is not proposing a tax-rate increase, saying, "Basically, we're not raising taxes." He explained that any additional tax revenue would stem from changes in property assessments or new property being added to the tax roll rather than a higher rate.
The hearing was opened for public comment; no members of the public stepped to the microphone to request a rate increase, and the Presiding Officer closed the hearing. Council later read a separate ordinance for first reading to apportion and collect city taxes for 2025; that item was introduced as a first reading and required no immediate vote.
